Pass your Turks and Caicos DMV tests first time

To earn a Turks and Caicos driver's licence you pass three tests at the Department of Motor Vehicles (DMV): a written road signs test ($20), a written driving test on the rules of the road ($20), and a practical road test ($30). All three tests are sat while you hold a valid learner's permit; for each one the DMV asks for proof of identity, your learner's permit and a payment receipt. The fees are set by the Motor Vehicles (Driving Licences) Regulations and shown on the DMV fees page.

The DMV does not publish the number of questions, the pass mark, the time limit or the format of the sign test or the written driving test, so we do not state a figure, and any specific number you see elsewhere is unofficial. The law does say what the examiner must be satisfied of: that you can read English well enough to read traffic signs, and that you are reasonably conversant with Part VI of the Road Traffic Ordinance, the Rules of the Road, the prescribed traffic signs and the Driving Licences Ordinance. The best preparation is to practise a broad mix of sign and road-rule questions until you answer them consistently.

Driver testing and licensing are run by the Department of Motor Vehicles (DMV) of the Turks and Caicos Islands Government, formerly known as the Road Safety Department. For a first-time learner taking a private car (class E) licence the DMV fees add up to $250: a $30 learner's permit, the $20 sign test, the $20 written test, the $30 road test and the $150 licence. Classes B and H cost $375 for the licence instead of $150. The DMV does not publish a separate retake fee, and a learner's permit renewal is $30 for a further six months. All fees are in US dollars.

The DMV lists no application form for the written test or the road test. You need proof of identity, a valid learner's permit and your payment receipt. Proof of identity means your passport plus one supporting document such as a TCI Status Card, work permit card, permanent residence certificate, a government stamp in your passport or a residence permit.

You must be at least 17 years old. Section 8 of the Motor Vehicles (Driving Licences) Ordinance says that no driving licence, learner's permit or visitor's driving permit may be issued to anyone under 17. There is no higher minimum age for any licence class in the law, although car rental companies set their own age policies.

A learner's permit costs $30, is valid for six months from the date of issue, and can be renewed for further six-month periods at $30 each. While driving on it you must be accompanied by someone who holds a valid licence for that class of vehicle and who is sitting next to you (the exception is a motorcycle), and the vehicle must display a red letter L on a white background, 4 inches by 3.5 inches, front and back. Breaking these conditions is an offence carrying a $200 fine or three months' imprisonment.

You supply your own roadworthy vehicle of the class you are applying for, at the time and place the Director appoints. The examiner checks the manoeuvres listed in Schedule 2 of the Regulations: starting and stopping the engine, moving off straight and at an angle, turning left and right corners, driving through narrow openings, stopping normally and in an emergency, judging the vehicle's front and back against obstacles, parking beside a kerb, a hill start without rolling back, reversing into a limited opening, and turning the vehicle to face the opposite direction using forward and reverse gears. On passing, the examiner issues a certificate of competence, which you take to the DMV with proof of identity for your licence.

A visitor aged 17 or over who is not ordinarily resident and holds a valid licence from the United States or any Commonwealth country, or a valid international driving permit, may drive for up to 30 days after arrival. For a longer stay the DMV issues a visitor's driving permit for $30, valid for three months, on production of your passport with its immigration stamp and your home licence. The same licence holders can exchange their licence for a full Turks and Caicos licence without sitting the tests; holders of other licences without an international driving permit must take the sign test, the written test and the road test.

Turks and Caicos drives on the left. At roundabouts, and at crossroads with no traffic control sign, you give priority to traffic approaching from the right; at a T-junction you give way to traffic on the through road. Speed limits are set by order of the Director and posted in miles per hour, commonly 20 mph in towns and settlements and 40 mph on highways such as Leeward Highway. The drink-drive limit is 35 microgrammes of alcohol per 100 ml of breath (80 mg per 100 ml of blood), seat belts are compulsory for everyone in a car including children under 14, and motorcycle and scooter riders and their passengers must wear helmets.

No official handbook, Highway Code or sign booklet is published online by the DMV; its website carries only application forms and the ordinances. Learners have reported receiving a paper study booklet with their learner's permit, but the DMV does not publish it. A first licence expires on your birthday that follows the fourth anniversary of the date of issue, and it is renewable from that date at the same fee ($150 for classes C, D, E and G, $375 for classes B and H). If you are in the islands on a work permit or another government-issued status document, the licence expires three months after your period of legal residency ends. You can apply for renewal up to three months before the expiry date.
