The St James office is not on the ministry's current list. It ran as a sub-office from 2020 to 2022 with repeated closures, so use Port of Spain on Wrightson Road instead. The ministry's head office at 2-4 London Street, Port of Spain, PBX (868) 625-1225/9, is the MTCA's administrative address and does not appear on the licensing office list; per-office emails are not published.

Licensing office opening hours

Every Licensing Division office is open Monday to Friday from 8 am to 4 pm and closed on public holidays. The MTCA confirmed those hours in a statement reported by Newsday on 11 January 2026, and ttconnect lists the same times. An older 2020 notice quoting 8 am to 4:15 pm has been superseded.

Dated aside, January 2026: a fake "revised hours" release circulated online during that month's long queues at Caroni and San Fernando, and the ministry publicly rebutted it, so rely on mtca.gov.tt rather than social media. The phone booking lines close earlier, at 3 pm.

How to book a licensing office appointment

Book online at licensingappointment.mowt.gov.tt. The portal walks you through five steps: Services, Locations, Date, Time and Your Info. Services sit in four categories: Driver's Rehabilitation Programme; Maxi Taxi, School Bus and VTS; Permit Transactions; and Vehicular Transactions. If you lose your confirmation, the Find My Appointment page on the same portal retrieves it.

To book by phone, call (868) 612-2700, (868) 612-2701 or (868) 612-2710 between 8 am and 3 pm, Monday to Friday, except public holidays; 612-2700 and 612-2710 double as the ministry hotline. You can cancel or reschedule online, by email to [email protected], or by phone.

On the day, bring a form of ID, your printed or electronic confirmation, and the documents for your transaction. Arriving more than 10 minutes late forfeits the appointment and you will have to rebook.

Which transactions still accept walk-ins?

Since 3 October 2022, walk-ins have been accepted for lost or stolen permit applications, taxi badges and vehicle registration; every other transaction is appointment-based (Guardian, 27 September 2022). In January 2026 the Transport Commissioner reiterated that appointments are mandatory at Point Fortin, Guaico and Arima (Guardian, 21 January 2026). The ministry has previously exempted senior citizens from the appointment requirement, but that notice is no longer online, so call ahead before relying on it.

Which licensing office handles which service?

The ministry does not publish a service-by-office matrix. The appointment portal enforces it instead, warning that "some services are not provided at specific Licensing Offices" and showing only the locations available for the service you pick, so start a booking and check the Locations step.

A few rules are published. Regulations exams and driving tests can be scheduled at any Licensing Office, and a provisional permit can be collected at any office. Vehicle transfers happen only at licensing offices because the vehicle must be physically inspected. Caroni handles inspection, registration and transfers and is heavily loaded; press reports in January 2026 described long lines at both Caroni and San Fernando.

Online renewals are not collected at a licensing office at all. Collection points are the TTconnect centres in Arima, Bon Accord (Tobago), Chaguanas, Curepe, Princes Town, Sangre Grande and St James, or TTPost delivers to your home.

Shorter permits cost TT$20 per year, from TT$20 for 1 year to TT$80 for 4. On the vehicle side, registration is TT$100, the registration fee on transfer is TT$10, weighing is TT$40 and re-classification is TT$100. A duplicate provisional permit is TT$140. The schedule does not say which payment methods each counter accepts, so confirm when you book.

Renewing your driver's permit online instead of visiting

You can skip the licensing office if you hold a class 1 or class 3 permit, have no changes to make, and your permit has not been expired for more than 5 years. The Online Driver's Permit Renewal System (ODPRS) at driverslicenseservices.mowt.gov.tt takes debit and credit cards and adds a convenience fee of TT$2.75 plus 0.8%.

Choose TTPost delivery to your home for TT$55, or collection at a TTconnect centre for TT$27. Drivers over 60, whose renewal is free, cannot use the online system and still renew at the counter. If your permit has expired, the late fees in the table above apply.

Getting your first provisional permit

You must be 17 for classes 1, 2 and 3, or 21 with a valid class 3 or higher licence for classes 4 to 7. Since 1 May 2023, provisional permit applications are online only, through the Online Provisional Permit System (OPPS) at provisionalpermit.mowt.gov.tt. The fee is TT$210 for every class, covering the TT$35 permit and the TT$175 first attempt at the regulations exam. Upload proof of address under 3 months old; a national ID, passport or birth certificate; a colour photo measuring 5.3 cm x 4.3 cm on a white background and under 3 months old; and the signed application, Form No. 4. Applicants aged 65 or over, and anyone applying for classes 2 or 4 to 7, also need the medical Form No. 12. Once the Licensing Division approves your documents by email, book a "Provisional Permit" appointment, present the originals, pay and collect. Three waiting periods then apply. You can sit the regulations exam at any Licensing Office no sooner than 10 calendar days after the permit is issued; a resit costs TT$175 and cannot be booked until 7 calendar days after the last failed attempt; and the driving test comes no sooner than 21 calendar days after you pass.
