What the DVDL does

The DVDL sits within the Ministry of Planning, Agriculture, Housing and Infrastructure (PAHI) and operates under the Traffic Act (2026 Revision). Its published remit has four parts: inspect and test vehicles, register motor vehicles and maintain the register, issue licences for motor vehicles and drivers, and conduct driving tests.Fees are set by regulation 27 of the Traffic Regulations (2026 Revision), which the Traffic (Amendment) Regulations, 2026 amend to introduce a two-tier fee structure from 1 September 2026.

The DVDL has three offices on Grand Cayman and one on each Sister Island. West Bay and Breakers are closed on Mondays but open on Saturdays.

Inspection lanes keep shorter hours:

As of 30 August 2026, the DVDL had posted two temporary notices: all Grand Cayman offices were closed on Monday 31 August 2026 for staff training, reopening Tuesday 1 September, and licence card printing at Crewe Road was temporarily unavailable, with customers sent to West Bay or Breakers. Online services: My DVDL e-Services

My DVDL e-Services is the government portal for DVDL transactions. It offers driver's licence renewal, vehicle licence renewal and theory exam booking. Online theory test booking went live on Monday 8 December 2025. Online road test booking was targeted for 2026, and the scheduling page now refers to written and road test appointments, but we could not confirm the road test option end to end, so check the portal when you log in.

Renewal windows and what you need

To renew a driver's licence online you need your licence number, the date of your first licence (printed on the back of the card) and an email address. You can renew up to six months before expiry, and the new term starts at the old expiry date, so you lose no licence time by renewing early. If the licence has already lapsed, online renewal must be completed within 30 days of expiry;.

Vehicle licence renewal online needs at least 3 clear months (90 days) left on the inspection, and can be done at most 1 month before the vehicle licence expires. Company vehicles are renewed through the Guest User portal rather than a personal account.

What cannot be done online

Provisional (learner's) licences and zero-fee (disability) transactions, need an in-person visit. After an online renewal, the confirmation emails serve as proof until your documents arrive, which takes about 72 hours.

Booking a written or road test

Theory tests are booked through My DVDL e-Services on a first come, first served basis. From 1 September 2026 the written test costs CI$25 per appointment for Caymanians and CI$100 for non-Caymanians; the road test is CI$50 for Caymanians and CI$200 for non-Caymanians. Both tests are conducted Monday to Friday at Crewe Road.

Bring valid photo ID, such as your passport. A refund is only given if you cancel at least 24 hours in advance, and you are allowed a maximum of two cancellations, after which you must rebook and pay again.

Getting a licence with the DVDL

Minimum ages are 17 for Groups 1 and 2, 18 for Group 3, and 19 for Groups 1A and 4; Group 1A also requires one year on a full Group 1 licence. You apply on Form T.R. 14 with a medical on Form T.R. 12.

The learner's (provisional) licence is valid for six months and can be renewed once for a further six months. You must display a red "L" on a white background front and rear, and your supervising driver must have held a full Cayman Islands licence in that class for at least two years.

The theory test is taken on a touchscreen: 40 multiple-choice questions on the Traffic Act and the Road Code, 80% to pass, 40 minutes. The Certificate of Competence issued when you pass is valid for only four days, so obtain your full licence within that window. Exchanging a foreign licence

Visitors may drive on a valid home licence for up to twelve months. The DVDL exchanges licences issued by contracting states of the Geneva Convention. Holders of licences from the United Kingdom, Gibraltar, Guernsey, the Isle of Man and Jersey need a letter of authenticity or entitlement from the issuing agency, plus passport, licence and a completed Form T.R. 14. The transfer fee is CI$50, a single rate for everyone.

Vehicle licensing and inspection basics

Certificate validity depends on age: a new vehicle gets 5 years (a 62-month certificate), a vehicle under 10 years old gets 3 years (38 months), and a vehicle over 10 years old gets 1 year (14 months). Inspections are done at Crewe Road, Breakers and Cayman Brac.

Bring your insurance cover note, policy or certificate and the logbook. Car inspection fees are unchanged: CI$35, CI$70, CI$105 and CI$175 for 14, 26, 38 and 62-month certificates.

The Traffic (Amendment) Regulations, 2026 introduce separate Caymanian and non-Caymanian rates for driver's licence transactions from 1 September 2026. The spouse or civil partner of a Caymanian pays the Caymanian rate; permanent residents and work-permit holders pay the non-Caymanian rate. The regulation does not say which documents prove status, so ask the DVDL what to bring. These are the most-used Grand Cayman fees, taken from the regulation.

One caution: on 30 August 2026 the DVDL's own licence fees page showed lower Groups 0 to 3 figures than the regulation, and we found no amending regulation explaining the gap, so confirm the amount at the counter. Sister Islands residents pay 75% of the Grand Cayman fee and over-65s get 50% off driver's licence applications and renewals and vehicle registration and licensing, though how those discounts interact with the non-Caymanian tier is unconfirmed. Fees are charged in Cayman Islands dollars (KYD). Credit cards and US cheques are processed at 0.82 and US cash at 0.80. Online payments are by credit or debit card.

Road Code and approved driving instructors

The Road Code (2012 edition) is the official study text for the theory test alongside the Traffic Act; the printed booklet costs CI$10.
